tMysqlOutput Action On Data "Insert or update" and "Update or insert"

For a tMysqlOutput Action on Data options, what is the difference between "Insert or update" and "Update or insert" options?
I am really looking for synchronization technique between 2 identical tables. Source-Table can have millions of rows and I only want to push newly-added or modified data to Destination-Table after the last job run. Basically I am looking for "Change Data Capture" and link here http://www.talend.com/resource/change-data-capture.html says that such feature is available in commercial version of Talend Data Integrator.
Can this be achieved reasonably efficiently either using "Insert or update" and "Update or insert" option or is there any typical pattern people use to achieve this?

The "Insert or update" and "Update or insert" can't fit your request, what you are finding is the CDC feature , however, this feature is only available in Talend Enterprise Data Integration.
