How to ensure accented (special) characters migrate into Salesforce

I have a problem where even though I have accented characters in my source file (MS Access d/b), upon loading into SF, the characters are not displaying correctly and are being replaced by other characters eg '?'.  
What parameter can I set and where do I set it to ensure they are migrated correctly?
I am using tFileoutputDelimited for my output files and tSalesforceBulkExec to link into SF.

In the advanced setting of tFileOutputDelimited component, select the correct encoding such as "UTF-8" from the encoding list, check if the data displays correct in the output file?

It does not work at all. Can anybody PLEASE really help on this?
